C2002-01 Implementing the Shared Corporate Services Strategy

As part of the overarching strategy to support the achievement of the savings required to meet commitments arising from the Memorandum of Understanding on Public Sector Salaries, Cabinet has given in-principle support to accelerating corporate services reform by providing increased stimuli for agencies to cooperate on shared corporate services arrangements. Premier's Department circular 2001 - 67 (available from the NSW Premier's Department website at www.dpc.nsw.gov.au) provides details on the savings strategies.

This circular sets out key elements of the corporate shared services strategy.

Strategy focus
Agencies should apply the shared services approach to the key corporate services of human resources, finance, information technology and office services (as a minimum). Agencies are required to base their shared services arrangements on:

  • consolidating corporate services;
  • utilising available technology;
  • business process re-engineering; and
  • a savings goal of three percent of employee related costs.

Sharing options
The three sharing options for agencies are:

  • organising sharing arrangements with other agencies;
  • setting up an internal shared services unit within an agency; or
  • using the Central Corporate Services Unit, of the Department of Public Works and Services.

In-principle approval has also been given to significantly strengthening the capacity of the Central Corporate Services Unit by fast-tracking implementation of electronic service delivery and business process re-engineering.

The option chosen by an agency will depend on its size and its business or portfolio affinity with other agencies. In general terms this means that small agencies, that is those with less than 350 full time equivalent staff, have the option of joining a business or portfolio cluster, or joining the Central Corporate Services Unit. For medium sized agencies, defined as those with full time equivalent staff between 350 and 1000, the options are to consolidate their corporate services, join an appropriate business or portfolio cluster, or the Central Corporate Services Unit. For large agencies, that is those of over 1000 full time equivalent staff, this means internal consolidation of their corporate services.

Agencies are required to manage any staff impacts though a proactive redeployment and redevelopment program.

Assistance to agencies
Each agency will be required to submit an implementation plan to me in the first week in March 2002. The Review and Reform Division, Premier's Department, will provide a program of assistance to agencies about developing the implementation plan, including how to select a shared corporate services approach. Further details will be provided to agencies towards the end of January 2002.
