DCS-2024-02 Charter for Small Business

Description

A strong small business sector in NSW is essential for a growing economy and thriving local communities.  Small businesses support job creation, productivity, innovation and market competition. Small businesses can also promote improved social outcomes by promoting economic participation, including among Aboriginal people, women and multicultural communities.

The Charter for Small Business provides a framework for the way NSW agencies support small business. The Charter Action Plan includes key actions being taken by NSW agencies that demonstrate implementation of the Charter.

Compliance with the Charter and Action Plan is mandatory for all agencies. For the purposes of this Circular, a small business is defined in NSW Treasury’s TPP22-08 Small Business Definition as having:

  1. aggregated annual turnover less than $10 million; or

  2. fewer than 20 full-time equivalent (FTE) employees.

Detailed Outline

Agencies are required to adhere to the following mandates:

1.       Charter for Small Business

The Charter sets six key principles that provide strategic direction to NSW Agencies to support small business in NSW. Agencies are required to apply these principles to guide the design of policies and programs that affect small business.

The principles reflect and complement many key priorities and approaches that agencies are already following and bring these together to support their application to small business. The principles cover NSW’s focal point for small business; sector consultation and engagement; responses to red-tape and pain points; government procurement and performance.

2.       Charter Action Plan

The Action Plan includes key measures that align with the Charter’s principles. This includes Government commitments that are being led by agencies, and initiatives to support the Charter’s implementation, including the use of data and reporting arrangements to monitor progress. Agencies are required to contribute to progress reporting, and contribute to whole of Government measures that support Charter implementation.

The Service NSW Business Bureau is responsible for oversight of the Charter and will coordinate overall implementation. The Bureau will work with and support NSW agencies to embed the Charter, including on progress reporting.

The Action Plan will be reviewed and refreshed at regular intervals to respond to emerging priorities and issues for small business.
