PSCC2014-16 Medical assessment services for the NSW government sector

Description

The Public Service Commission (PSC) has extended the contract with Medibank Health Solutions (MHS) to provide medical assessment services for the NSW government sector until 6 June 2015. For further information refer to D2011_008: Medical Assessment Services for the NSW public sector

  • Public Service agencies are required to use MHS for all fitness for duty assessments.
  • All government sector agencies are entitled to access the MHS services under the contract.
  • The Public Service Commissioner has delegated to Public Service agency heads the power under rule 9 of the Government Sector Employment Rules 2014 (GSE Rules) to approve a medical practitioner for the purpose of medical examinations that are a condition of engagement for new Public Service employees.

Detailed Outline

In 2011 MHS was contracted to provide medical assessment services for non-work related injuries or health conditions for the public sector, under the Public Sector Employment and Management Act 2002 (PSEM Act).The contract has been extended by the PSC for a 12 month period commencing on 6 June 2014, and updated to reflect the passage of the Government Sector Employment Act 2013 (GSE Act).

Fitness for duty assessments - current Public Service employees

MHS is the 'nominated medical assessor' for the NSW Public Service in relation to fitness for duty assessments for current employees under clause 15 of the Government Sector Employment Regulation 2014. Public Service agencies (as listed in Schedule 1 to the GSE Act) are required to use MHS for fitness for duty assessments.Some agencies that were not previously part of the Public Service under the PSEM Act that have become part of the Public Service under the GSE Act are now required to use the contract for fitness for duty assessments (see Table 1).

Health assessments to assess the fitness to perform the duties of a role (new Public Service employees)

On 7 October 2014, the Public Service Commissioner delegated the power under rule 9 of the GSE Rules to Public Service agency heads, as specified in Schedule 1 to the GSE Act, to approve a medical practitioner, optometrist, or other appropriately qualified health care professional for the purposes of medical examinations that are a condition of engagement for new Public Service employees. For MHS contact details: https://www.medibankhealth.com.au/psc
