C1990-10 Flooding in Western Areas in New South Wales

Detailed Outline

As you are aware the State is currently facing a major crisis from flooding throughout western New South Wales. This is the third significant disaster in four months with which staff and volunteer organisations have been asked to cope and it is likely to be some considerable time before conditions in the areas affected return to normal.

The response at the local level deserves the highest praise. A significant number of public sector employees have been involved in the disaster relief operations in a voluntary capacity. This situation calls to question the granting of special leave and other considerations.

The Public Service Association has raised the matter and has been assured that agencies will co-operate to the fullest extent so as to ensure that rescue and relief operations can proceed without any unnecessary impediments and I would be pleased to have your co-operation in this regard. In the event that particular difficulties arise, arrangements have been made for you to consult with the Director-General of the Department of Industrial Relations and Employment with the view to resolving any areas of conflict.

With regard to the restoration works which will need to occur once the flood waters recede, arrangements are in place for all necessary action to be co-ordinated by the Premier's Department and the Public Works Department. Assistance will also be provided by a Local Committee at Dubbo comprising representatives of all agencies having an input into the post flood situation.

The Local Co-ordination Committee, to be chaired by Mr D. Barrett, Regional Manager, Public Works Department, Dubbo, will implement the action plans currently being developed for the efficient restoration of services in the flood affected areas.

Yours sincerely

R.G. Humphry
Director-General
