Arran gements will vary for departments in buildings occupied wholly by state government
organisations and for departments sharing a building with non-government bodies.

In state government office buildings and other premises occupied wholly by state government organisations where there is a receptionist or security officer located in the building entrance foyer, a small number of representatives of the organisation may operate in the immediate vicinity of the entrance and in the foyer of the building. They may not proceed into the building beyond the foyer for the purpose of canvassing donations.
Organisations are being advised to approach building managers who will make arrangements to suit local conditions.
Where departments are sharing a building with non-government bodies and an arrangement such as that mentioned above cannot be made with the building manager, the previous conditions will apply. That is, when the supply of buttons, etc. is received from the organisation, if practicable, an officer should be delegated to see to their circulation with the least possible interruption to public business. A representative from the organisation will then collect the proceeds and any unsold buttons, etc. at the convenience of the department.
