THE 1991 DETERMINATION OF EXECUTIVE REMUNERATION

As you know, the Statutory and Other Offices Remuneration Tribunal makes an annual Determination for CES and SES remuneration effective from 1 October each year.

This year, in view of the impact of the recession on executive remuneration in the private sector, and the Government's economic position, the Tribunal has determined that there will be no increase in the remuneration rates for any of the levels or markets identified within the NSW Senior Executive Service.

The Premier's Department will continue to monitor trends in market movement between August 1991 and April 1992.

Cabinet has indicated that there should be no general increases within the existing merit ranges. Where a Minister (in relation to CE0s) or a Chief Executive (in relation to senior executives), following a formal performance review, considers that performance has been so outstanding as to justify an increase within the existing range, a proposal should be submitted to the Director General Premier's Department for approval.

A copy of the Tribunal's Determination is attached for your information, and it would be appreciated if you could arrange for each executive in your agency to be advised accordingly.

AMENDMENTS TO SES REMUNERATION POLICY

Following a review of some aspects of remuneration policy for the Senior Executive Service, amendments as set out in the attachment to this Circular have been approved. It should be noted that the amendments further define current benefit options, enabling greater flexibility, but do not provide additional benefits.
