C1991-25 Competitive Tendering and Contracting Out Guidelines and Assistance

Detailed Outline

You will be aware from the Premier's Memorandum 1991-24 of 19th August, 1991 and from other advices, that the initiative for the competitive tendering of services and, where appropriate, contracting out is a key part of the Government's Budget strategy.

An inter-agency steering committee has the brief of oversighting the implementation of the initiative at the State-wide level with particular emphasis on the Budget Sector. The Office of Public Management, along with other central agencies, is working closely with the committee in the development and carriage of the implementation strategy.

Within that context the Office of Public Management will produce and/or distribute relevant material, it will be facilitate the exchange of information and ideas and, with The Treasury, it will monitor implementation.

Written material

A family of documents is being published with a distinctive cover. You will shortly be receiving the first two of these:

  • Competitive Tendering and Contracting Out - Guidelines, which provides an introduction to the issues and an overview of the processes;
  • Contracting Out - the CSG Experience, which provides valuable advice from the case experience of the Commercial Services Group.

I ask that you make these documents freely available.

A document on costing in-house activities and evaluating tenders from a financial perspective is in development and will be distributed as soon as completed.

Exchange of information and ideas

You will be aware that the Office of Public Management conducted a seminar on competitive tendering and contracting out on 26th September. Some 100 officers from agencies attended.

As needed, other opportunities for discussion will be promoted including the formation of officer networks.

Agency strategies and monitoring of implementation

The firm expectation of the Government is that all agencies will vigorously pursue opportunities for improved efficiency and effectiveness through competitive tendering and contracting out. From time to time information will be sought as to progress and the initiative has been included for discussion during the forthcoming annual meetings of Chief Executive Officers with the heads of central agencies.

As you will note from the Guidelines, agencies should develop an implementation strategy. This may be integrated with other strategies for improved performance but there will need to be a clear demonstration of commitment to the Government's initiative.
