The following new publications in the Competitive Tendering and Contracting Out series are being distributed by the Office of Public Management free of charge to NSW Government organisations.
- The Government as Purchaser, the text of the keynote address by Mr. Michael Lambert, Deputy Secretary of the NSW Treasury, given on 31st July, 1992 at the RIEPAA/Premier's Department seminar on contracting out.
Mr. Lambert's paper discusses the merit of conceptually distinguishing the Government's role of purchaser of services on behalf of the community, from the role of owner of the delivery vehicle, and the benefits of contracting out. Excerpts appeared in the October issue of Executive Bulletin. - Competitive Tendering for Domestic Services - A Comparative Study of Three Hospitals in New South Wales, written by Christine Hall in collaboration with Simon Domberger, Graduate School of Business, The University of Sydney.
This case study is relevant to inviting tenders, in-house bidding and contracting for services in any field. In the three cases described, the circumstances were complex and new to all participants, contractors included. The study covers issues and difficulties, and courses of action taken and outcomes, as understood by the writers, and enables readers to draw conclusions and benefit from the experiences of others.
