C1993-05 Special Determination of Remuneration of the Chief and Senior Executive Services

The Government recently requested that The Statutory & Other Offices Remuneration Tribunal make a Special Determination in relation to various aspects of the remuneration of the Chief and Senior Executive Services- The Tribunal has now made a Determination in relation to this request. A copy of the determination, which was tabled on 3 1st March 1993 and will be gazetted on 2nd April 1993, is attached.

The Determination provides for the following changes to remuneration:

1) an increase in overall CES and SES remuneration due to a number of recent remuneration changes in the Australian Public Service and Victorian SES, and increases in the private sector executive market since 1990

ii) widening of the range between the minimum and maximum SES remuneration at each SES level in order to improve flexibility in recruitment and performance reward, and

111) adjustments to the SES remuneration scales for specialty skills (Dat4, -Processing, Finance etc) so that the premiums paid for these skills are comparable to those currently being paid in the private executive market.

Specifically, the Tribunal determined that maximum remuneration for the SES Management and Medical specialty scales are to be increased by 4%. The increases in the maximum remuneration for other specialty scales are generally lower.

Specialty SES remuneration scales were established in 1989, and were based on rates paid for specialty skills in the private executive market. A recent review of the market clearly indicates that specialty relative to general management remuneration has changed significantly since the inception of the SES. The SES remuneration scales contained in this determination reflect the current relativities between specialty and general management remuneration in the private market.

Chief Executives may approve, subject to formal performance review, increases in the remuneration of individuals within the appropriate range. Any increases granted are to be fully justified on the basis of performance. Similarly, Ministers may review the remuneration of Chief Executives Vn'thin .heir portfolio in the context of an annual performance review.
