C1994-17 Senior Executive Service Role of Opm in Organisational Restructure

It has come to my notice that a number of agencies have undertaken significant restructure without reference to the Office of Public Management. In some circumstances this has caused difficulties and consequent delay in approval of changes to SES profiles because of the need to clarify roles and relationships with agency staff.

Agencies are invited to approach OPM informally for discussion early in the development of major restructuring proposals. The Portfolio and Project Management Branch of OPM is able to offer significant experience and expertise in organisational design and is routinely consulted by the SES Unit where changes to SES establishments result from significant restructure. Similarly the branches of OPM consult where assistance or advice is sought by agencies in organisational design, to ensure an appropriate SES structure.

The process is consistent with consultation proposed in Circular 89-26 and I believe it will lead to more successful development of organisational design and enhance the assessment of SES positions.
