C1994-21 Amendments to Employer Sponsored Child Care Policy

Last year the Government's Employer Sponsored Child Care Policy Guidelines and Options was issued by Premier's Department.

These guidelines refer to the importance of addressing the need for the provision of child care facilities, where appropriate, within Government agencies. The document addressed the requirement for cost neutrality to be demonstrated in child care initiatives.

Further analysis of the Employer Sponsored Child Care Policy and Guidelines has led to the view that cost effectiveness is a more appropriate criterion for the evaluation of the feasibility of provision of employer sponsored child care facilities. Public sector agencies may therefore fund child care initiatives on the basis of cost effectiveness where enhanced productivity and/or savings in turnover and recruitment costs for new staff can be demonstrated by the agency.

Further, agencies may fund vacation care programs for their staff, based on the principle of cost effectiveness.

Funding arrangements for child care services must be met within the usual resources available to agencies.

All other aspects of the Employer Sponsored Child Care Policy and Guidelines remain unchanged. I request all Chief Executives to ensure that appropriate managers within their administration are made aware of this change in policy, and encourage the implementation of appropriate employer sponsored child care initiatives.

AMENDMENT TO EMPLOYER SPONSORED CHILD CARE POLICY AND GUIDELINES

Agencies wishing to provide child care services may do so where the initiative is cost effective. All references throughout the document to employers incurring cost are on the basis that the financial result for the agency is cost effective. Agencies may also fund vacation care programs for their staff, based on the principle of cost effectiveness. Agency funding arrangements for child care services must be met within the usual resources available to agencies.
