C1994-28 Australian and Overseas Travelling Allowances - Chief Executive Officers, Senior Executive Officers and Full-Time Statutory Appointees

This Circular supersedes Premier's Department Circulars No 1993-12 and No 1993-19.

1. Travelling Allowances within Australia:

Travelling allowances have been adjusted in line with movements in the CP1 and the following rates are to be effective on and from 1st January, 1995 for each group of officers.

Chief Executive Officers as set out in Schedule 3 A of the Public Sector Management Act 1988; Senior Executive Service Officers on Level 5 and above, and Statutory Officers receiving a cash salary of $97,378 pa or above are to be paid at the following rates:

$219.80 per day or actual expenses

$122.70 per day or actual expenses

$109.90 per day

All other SES Officers and Statutory Officers and Other Senior Officers on a cash salary above or equal to $70,441pa or below $97,378 pa are to be paid at the following rates:

$117.30 per day or actual expenses

After 35 Days

$94.20 per day

All other officers on a cash salary below $70,441pa are to be paid at the following rates:

In regard to the rates paid to part-time chairpersons and members of Government Boards, as categorised in Premier's Memo No. 93-43, the discretion rests with the respective Minister as to whether Category B - Governing Boards and Category C - Advisory Boards are to be paid at the Chief Executive, Senior Executive or existing public sector rate. Category D - Advisory Committees will continue to be paid at the public sector rate.

Meal Allowances for travel BZ involving an overnight stay remain at the current levels. These rates are:

• Breakfast $8.60

• Lunch $11.15

• Dinner $20.25

Public Employer Services is currently reviewing the public sector and meal allowance rates.

Classes of Air Travel In line with the above, the salary entitlement for business class air travel - Premier's Memo to Ministers No 90-41 Classes of Air Travel has been increased from $65,759pa to $70,441pa, effective from 1.1.95.

2. Overseas Travelling Allowances:

If departments have sufficient staff travelling overseas they may wish to subscribe directly to the Austrulian Government Publishing Service, which issues rates fortnightly on microfiche (Personnel Management Manual Volume 9; Contact: (06)295 4485). This service currently costs $100 per annum. Alternatively, for those agencies with too little overseas travel for that subscription to be cost effective, the Industrial Relations Unit of the Premier's Department (Ph 228 4381 or 228 3457) will continue to provide departments with telephone details on the updated rates. Copyright laws preclude IRU from providing any photocopies of these rates.

When a part time chairperson or member is required to travel overseas they are to be paid allowances, at the discretion of the Minister, at the Chief Executive, Senior Executive or public sector rate. A part time chairperson or member, who is required to accompany a Minister on an overseas visit is to be paid allowances on the same basis.

The daily allowance rates are designed to include the cost of meals and incidental expenses but not the cost of accommodation, which is paid on the basis of actual reasonable expenses incurred. Items in the category of incidental expenses would include, for example, laundry and. dry cleaning, taxi fares (other than for official business), newspapers and magazines, private telephone calls, gratuities, etc.

However, as previously advised, should any person consider that they have been disadvantaged by the operation of these allowances, they may claim all-inclusive actual expenditure.

Where an officer's itinerary in Australia or overseas includes 'free meals', for example, meals provided at conferences, seminars, etc., departments are required to make a judgment as to whether an officer's daily allowance should be discounted for such unpaid meals.

Please bring this memorandum to the attention of all Departments, sub-Departments or Statutory Authorities coming within or associated with your administration.
