This Memorandum clarifies Memorandum No. 1989-02 dealing with overseas travel by public sector employees.
Travel to New Zealand and Papua New Guinea is regarded by the Commonwealth Government as domestic travel. New Zealand and Papua New Guinea destinations are a lesser distance than Darwin or Perth.
Ministerial travel on official business to New Zealand and Papua New Guinea for periods of seven days or less may be undertaken on the same conditions as travel within Australia, that is, without the need to seek the Premier's approval. In excess of seven days the Premier's approval is required.
Similar principles apply to officials. If travel to New Zealand or Papua New Guinea is less than seven days no approval is required. Ministerial approval is required if an officer is to be absent in excess of seven days.
Department Heads are expected to ensure that travel costs are minimised and monitored. The lowest possible fare, consistent with travel requirements should be obtained.
