C1997-22 State Government Employees Credit Union Travelling Fellowships

The State Government Employees (SGE) Credit Union of NSW is sponsoring the 1997 Travelling Fellowships in Public Sector Management in partnership with the Premier's Department.

The Travelling Fellowships are intended to identify the prospective leaders and managers of the future. They assist those who have identified areas for improvement that relate to their organisation and the NSW Public Sector.

Four Travelling Fellowships valued at $5,000 each will be offered to NSW public servants between Clerk Grades 3-12.

Attached is an application form detailing the requirements for the 1997 Travelling Fellowship together for interested staff in your organisation.

OVERVIEW

State Government Employees (SGE) Credit Union is proud to sponsor the 1997 Travelling Fellowships in Public Sector Management, working in partnership with the Premier's Department. SGE Credit Union over the past seven years has, through its involvement, supported the need for continuing recognition of succession planning in public sector organisations by encouraging the development of future leaders and managers.

It is also recognised that the energy and motivation necessary to drive public sector reform is often stimulated by middle management. The Fellowships aim to assist those who have identified areas for improvement, to research issues such as lifting productivity, changing work practices, and adding value to the public sector.

SGE Credit Union will offer four Travelling Fellowships for 1997. Projects will cover travel within the Australasian and Pacific regions to the value of $5,000 each. Applications are invited from both individuals and teams. It is expected that each successful applicant will complete their project within twelve weeks after being notified of their award.

WHO CAN APPLY?

All NSW Government employees with management responsibilities and who are between the following grades, or equivalent:

Administrative & Clerical Grades

3-6 Salary range $32,296 - $42,067

7-9 Salary range $43,328 - $50,778

10-12 Salary range $52,851 - $66,063

All Team members must be graded between Clerk Grades 3-12.

It is intended to award one fellowship for each category. However, The SGE Credit Union and the Premier's Department reserve the right to alter this in the event that no application of a suitable standard is received in one or more categories.

PRESENTATION OF YOUR APPLICATION

It is a requirement that all applicants submit an application form together with their resume. All documents must be typed. (Please ensure that your application only includes relevant material to support your chosen project).

Each applicant must provide a Resume detailing:

Their qualifications

Past and current employment

Special knowledge

Experience and interest in the area which is the subject of the application

List the publications* on the chosen topic in which the applicant is the primary author

*Publications include Journals, Organisational Reviews & Reports Management magazines or recognised public sector registered publications.

Referees

The applicant must include the names, addresses, telephone and facsimile numbers of TWO

referees as well as the project sponsor. (Please note that the project sponsor cannot also be a

referee).

SELECTION CRITERIA

Each applicant will be assessed on their ability to satisfy the selection criteria and in

accordance with Equal Employment Opportunity principles. The selection criteria are

as follows:

Experience and Qualifications

Each applicant should include in their application the relevant qualifications and experience to assist them in undertaking the proposed study tour.

Proposed Study Tour

It is anticipated that a proposed study tour would not exceed two weeks within the Australasian and Pacific region.

Purpose and Outcome

Each application should include a statement on the purpose and the expected outcomes of the proposed study tour.

Relevance of the Study Tour

The study tour should aim to be relevant to both of the following:

The Organisation - Issues identified for study should be relevant to the organisation, that is they contribute to increasing the efficiency and effectiveness of the organisation;

The NSW Public Sector -The Government encourages the development of an effective, skilled and efficient public sector. The project should demonstrate how these objectives are met.

Itinerary

Each application must include a detailed itinerary which indicates the anticipated dates of commencement, completion of the proposed study tour and where possible the people to be visited, the work to be undertaken and the length of time to be spent in each place.

Budget

There will be four fellowships worth $5,000 each that will be offered in 1997. The budget should relate to the actual cost of the following items as at 30 June 1997:

Return air travel by the most direct route at the minimum rate available.

Projected accommodation and living expenses for the duration of the study tour.

Projected incidental expenses such as ground transportation costs, acquisition of essential books, materials and postage. Any additional expenses must be negotiated between the applicant and the department.

PROJECT SPONSOR

Each applicant regardless of whether the project is individual or team based is to have a project sponsor. The role of the project sponsor is as follows:

To assess the usefulness of the project to:

the Organisation

the NSW public sector

To provide the individual or team with assistance in completing the project;

To maintain contact with the individual or team to ensure that the findings of the project are being implemented in the organisation;

To document this assessment in a one page report which is to be attached to the project report.

ON DUTY

The applicant will be deemed by the organisation to be on duty whilst undertaking the study tour.

TIMETABLE

Applications for the Travelling Fellowships will be advertised in April 1997 with a closing date of 15 July 1997. Successful applicants will be interviewed in August 1997. It is anticipated that the successful applicants will be announced in September.

TRAVELLING FELLOWSHIP CONTRACT

Successful applicants will be required to enter a form of agreement with SGE Credit Union and the Premier's Department and will be expected to complete a concise report of their project findings within one month of finishing their tour.
