I refer to PEO Circular No. 95-7. This circular contained guidelines for the secondment of Departmental Liaison Officers (DLOs) from Departments. These DLOs provide advice to Ministers in relation to their respective areas of the Minister's portfolio. The Guidelines have been reviewed to streamline administrative procedures within Ministerial Offices.
The requirement to forward details of secondments on a quarterly basis has been revoked. Instead, full details of each DLO are to be forwarded to Ministerial and Parliamentary Services Division (MAPS), Premier's Department, at the commencement of the secondment. There is no longer a limit on the maximum amount of time a DLO can be employed in a Minister's Office.
The requirements from Circular 95-7 that are still in force are set out below.
No more than one Officer representing each significant administrative responsibility within the portfolio should be seconded to the Minister's office at any one time
The cost of each seconded Officer is to be met from Departmental budgets and such costs should be clearly identified in end of year accounts
No Officers from outside the Minister's area of responsibility can be employed to carry out the relevant duties.
It would be appreciated if details of all current DLOs could be forwarded to MAPS by 19 September 1997. This will enable the records held by the Division to be updated. These arrangements do not apply to the temporary employment of public servants or Officers of Statutory Authorities who are employed in positions which are part of the approved establishment of Ministerial private offices.
