The purpose of this Circular is to advise on the minimum information requirements for public sector employees' payslips.

A working party comprising representatives of the Public Sector Management Office, selected public sector organisations (using a range of payroll systems) public sector unions has recommended a best practice standard on information to be included on payslips across the NSW public sector. Adoption of this standard will provide a consistent approach for Departments and agencies and more comprehensive and up-to-date information for employees.

In line with the Government's commitment to consolidate, simplify and standardise processes it is a requirement that organisations standardise their human resource and payroll management systems by 1999. As an important step to achieve this objective, organisations are now required to review their current employees payslips

As a result, I have endorsed a list of items to be included on payslips as a minimum requirement for immediate implementation in terms of the items in Attachment "A". In developing these minimum requirements consideration was given to the ability of existing payroll systems to accommodate change within current financial commitments. Arrangements are already in hand to implement the minimum requirements through the existing Government Selected Application Systems payroll contracts and no further action is required of organisations serviced by these contract arrangements.

A further list of other items, which are desirable but would require extensive and perhaps costly modifications to existing systems, are identified as a guide to agencies to implement as salary systems are upgraded over time. Please see Attachment "B" for details.
