The purpose of this Circular is to update Premier's Memorandum No 95-27 which described key policies in relation to unattached SES officers.
Since the issue of the Memorandum the following legislative and policy changes have occurred:
- The amendment of the Public Sector Management Act to incorporate the principle of mobility for both SES officers (attached and unattached) as well as graded staff.
- The creation of an SES Mobility System managed by Premier's Department which encourages the transfer or secondment of attached and unattached SES officers to other agencies where vacancies exist.
- The fact that no formal outplacement services have been offered to unattached SES since the WMC withdrew from this function on 1 July 1996.
Following Memorandum No 95-27, the initial period of unattachment will remain four (4) weeks but Ministers and CE0s will have the discretion to extend the period of unattachment to allow officers to explore placements in other agencies under the SES Mobility System (Circular 98-22) or to pursue right of return or SOORT compensation issues.
For those unattached officers who do not wish, or are unable, to access the opportunities afforded by the SES Mobility System, each agency should meet the reasonable costs of outplacement services from its current budget allocation.
