C1998-76 Year 2000 Project - Quarterly Reporting

Attached is the format for quarterly reports required by Premier's Memorandum 98-14.

Reports must be lodged with the Year 2000 Project Team by COB on:

  • 16 October, 1998
  • 15 January, 1999
  • 16 April, 1999
  • 16 July, 1999
  • 15 October, 1999

Agencies are required to provide a percentage estimate of the progress towards completion of the requirements established by Premier's Memorandum 98-14. A Cabinet Minute, considered by the Cabinet IT Sub-committee, has proposed additional reporting deadlines for the review of legislative provisions (ie any amendments to legislation necessitated by the Y2K issue), review of insurance policies (ie agency and executive/staff coverage), legal exposure (ie legal risks associated with Y2K) and adoption of the compliance warranty (the adequacy of which is currently being reviewed). Ten areas in all are reported upon.

OIT has placed on its website, www.v2k.qov.au a list of "reporting" and "attached" entities in Ministerial order that also records the names and contacts of your project directors.

"Reporting" entities are the 118 Schedule 1 Departments, Schedule 3 Declared Authorities, Nondeclared authorities and State Owned Corporations, that constitute the main agencies of the NSW Government. They appear as bold-faced entries.

Offices. boards, statutory bodies, etc that are administratively part of, or attached to, the main portfolio agency are refeir ed to as "attached entities" and appear on the list in the normal type immediately below the main agency, to which they are related.

CEOs are required to assess the progress of all "attached" entities that are part of the -reporting" entity they lead, even if the "attached" entity reports separately to OIT.

OIT will then simply transfer those results to a consolidated report (colour coded red - less than 65% corn lete, yellow, or green - more than 90% complete) that covers the 118 "reporting" entities p and reflects each CEO's assessment of their agency's progress [The OIT Year 2000 Team will, however, continue to audit reports received and consult with CEOs and agencies re any discrepancies].

Where it is not possible to cover an "attached" entity or where the central listing is wrong, the Year 2000 Team should be advised as part of the report (dot point 1).

The same applies to project directors. CEOs are responsible for ensuring that a senior executive is responsible for the project and should advise the Team of any changes in names or contact details for project directors (dot point 2).

While the responsibility for reporting rests with CE0s, the submission of a Gantt or Time Line Chart (dot point 3) allows the Team to identify any inconsistencies and take them up with the agency concerned. Similarly, the written report at dot point 4 allows the Year 2000 Team to advise on whole of Government trends.

The information set out in dot point 3 (the Gantt/Time Line Chart) and dot point 4 (the written report) will also be used by 01T to provide further detail to the CEO Y2K Task Force and Cabinet. The written report should therefore spell out clearly any problem being. experienced by individual agencies.

The submission of the SBA reporting database (with which your Y2K Project Director should be familiar) is optional.

The quarterly reporting process is important in ensuring that we continue to meet the challenge of Year 2000. As the consolidated report becomes "greener" , it will indicate how well we are progressing.

The quarterly reporting process places the responsibility for Year 2000 clearly where it belongs - on the agencies and CE0s. The report to Government will not be a surprise to either, as it will reflect what has been reported to the Year 2000 Team.
