In accordance with the Strategic Management Cycle and whole of government information management and technology strategic directions outlined in the Information Management and Technology Blueprint (the Blueprint) and connect.nsw, agencies are required to update and revise their information management and technology strategic plans on an annual basis.
In revising and preparing strategic plans, it is essential that agencies plan their use and application of information technology in a manner consistent with the Blueprint, the corresponding policy and guideline framework and connect.nsw. Agencies not planning to revise their strategic plan in 1999 are requested to prepare a progress update outlining any changes in strategic directions and/or project priorities, project progress and a timetable for the preparation of a revised Strategic Plan.
In its 1999 review of agency strategic plans and progress updates, the Office of Information Technology will be assessing the alignment of strategies and measuring agency performance against a number of government wide parameters including:
- the Information Management Technology Blueprint for NSW;
- connect.nsw;
- Corporate Services Reform initiatives; and
- for general government agencies, the alignment of approved information technology capital projects (and future project proposals) with information management and technology strategic plans.
In view of the Government's commitment to deliver all appropriate services online by 2001, particular attention will be paid to the alignment of agency Electronic Service Delivery (ESD) programs with ServiceNSW and established guidelines. The Office will be assessing progress made by agencies in implementing ESD programs that streamline and improve service delivery through the development of customer focussed integrated services with other agencies. The progression of
ESD programs to extend interactive online transactions eg licences, registrations, booking services and payments will also be assessed.
To assist agencies in providing this information, an ESD reporting proforma is attached. The ESD proforma is to be completed by all agencies (general government, government trading enterprises and state owned corporations).
I refer agencies to the relevant memoranda and guidelines (eg Strategic Planning, Information Management and Provision of Information and Services Using the Internet) on the Office of Information Technology website at: www.oit.nsw.gov.au for assistance and guidance in developing or updating strategic plans and in reporting on ESD program progress. Ms Catherine Hanly on (02) 9228 3605 and Mr Robert MacLeod on (02) 9228 3612 are also available to assist agencies and answer any enquiries.
Agency information management and technology strategic plans (or progress updates) and ESD reporting proformas are required to be submitted to the Director, Office of Information Technology, Level 19, Governor Macquarie Tower, 1 Farrer Place, Sydney 2000 by 30 June 1999. It is important that agencies forward the ESD reporting proforma by the stated deadline regardless of whether their IM&T Strategic Plan is to be forwarded at the same time.
A copy of this circular and the ESD reporting proforma will be emailed directly to agency Chief Information Officers and/or Information Technology Managers to assist agencies in providing ESD progress updates in electronic format. Agencies are also encouraged to provide feedback to the Office of Information Technology on the appropriateness of the ESD reporting proforma.
