C1999-32 Parking Levy for Private Parking Staff of Ministers offices

Premier's Department Circular 98-85 gave directions regarding Government policy on parking space levies.

The policy specifies that arrangements be made to recover the full cost of levies from individual users who have an entitlement to use a designated parking space where there is a component of private usage. This includes staff of Ministers' Offices as they are holders of Public Sector positions specified in Section 17 of the Parking Space Levy Act, 1992.

Entitlement to use a parking space is established through the lease of an SES vehicle or on the approval of the Director-General of the Premier's Department, as employer of Ministerial staff. Approval for private vehicles to regularly use the parking spaces is conditional on a case being submitted to the Director-General on business grounds.

Where there are multiple users of one car space or there is intermittent usage of a single car space, judgement is to be exercised in determining the extent of recovery of the levy from users on a basis which is commensurate with individual usage.

The practice of parking private vehicles in designated parking spaces is not encouraged.

Approvals must be in place and arrangements made to recover the full cost of the levy from staff of Ministers' Offices who have a designated parking space.
