C2000-44 Crown Employees (2000 Olympic and Paralympic Games Staff Reassignment) Award

Detailed Outline

On 19 July 2000 the NSW Industrial Relations Commission made the Crown Employees (2000 Olympic and Paralympic Games Staff Reassignment) Award with the consent of the parties. The Award provides the conditions of employment that will be applicable during voluntary reassignment of public sector employees to certain other public sector organisations during the Games period.

Staff who volunteer to be reassigned to Olympic related activities will play an important role in the success of the Sydney 2000 Olympic and Paralympic Games. The contribution of those staff and their agencies is greatly appreciated. Further expressions of interest for reassignment are encouraged and an application form is attached for use within agencies.

The Award covers employees in all public service Departments and other organisations and Government bodies listed in Appendix A to the award. It applies to people reassigned to -

  • Olympic Security Command Centre, Police Service of NSW (contact

  • Premier's Department

It should be noted that this award does not apply to staff who have volunteered to work with SOCOG. The provisions relevant to these staff were set out in Premier's Memorandum No. 98-31 issued 13 October 1998.

Summary of some important features of the award.

Remuneration - The staff member's rate of pay while on reassignment will be the rate of pay they would have received in their home agency had they not been reassigned. This rate of pay is to include any shift penalties and other allowances in the nature of salary which they would have been entitled to receive had they not been reassigned.

Hours - The agency a staff member is reassigned to will set the hours to be worked and the shift arrangements. Flexitime arrangements (or normal working hours) will be suspended during the period of reassignment. Any accrued time will however be preserved until the staff member returns from reassignment.

Time Off In Lieu - If a staff member works hours in excess of their total ordinary working hours across the period or periods of reassignment, time off in lieu will accrue on an hour for hour basis for the first ten additional hours and at the rate of time and one half for all additional hours thereafter. The Award allows for this time to be cleared by 2 November 2001 (see clause 17).

Training - Agencies are to provide flexible work arrangements to enable the staff member to attend the required training sessions within their own time. Attendance at training sessions outside the staff member's work time, such as on a weekend or in the evening, will be recorded as credit hours on an hour for hour basis to be taken as flex leave or as rostered time off work.

Meals, Transport and Uniforms - Staff members will receive security identification and a uniform. Reassigned staff may also be provided with a meal and free transport (refer to clause 20).

Other Issues Not Affected - The home agency remains the employer and is responsible for payroll issues. Sick leave, Family and Community Service Leave or other emergency leave, and other paid leave to which the staff member is entitled under their Award or public sector policy arrangement, will continue to be available during reassignment.
