C2001-16 New Arrangements for the Lifting of the Suspension of Advertising and Filling Vacancies

Detailed Outline

On 20 April, 1999 the Premier issued Memorandum 99-10 which announced a suspension of advertising and filling vacancies throughout all Budget Dependent General Government Sector Agencies. Premier's Department Circulars 99-23 and 99-48 were subsequently issued and dealt with other aspects related to the suspension.

The Cabinet Standing Committee on the Budget ('Budget Committee') has now approved the following new arrangements for budget dependent agencies.

  • A management agenda outlining a savings plan must be developed to meet the unfunded wage increases in the Memorandum of Understanding between the NSW Government and the Public Sector unions.
  • The freeze will be progressively lifted as agencies' management agendas are approved by the Budget Committee.

In the interim period, budget dependent agencies may continue to apply for essential exemptions that fall outside the stated terms of Memorandum 99-10 and Circular 99-23. I will consider these on a case by case basis.

Agencies are reminded of the need to consider the budgetary arrangements set out in Treasury Circular NSW TC 00/21 Budget Controls - Net Cost of Services which was issued on 15 September, 2000.

Role of the Workforce Management Centre
Agencies are also reminded that to assist in achieving the Government's objectives of redeploying displaced employees to suitable vacancies in the public sector, all vacancies to be placed in the Public Service Notices and/or press must be submitted for clearance by the Workforce Management Centre (WMC).

The intention is that where the WMC matches a displaced employee to a vacancy, the vacancy will not be advertised until negotiations between the WMC and the agency are complete. The presumption is that vacancies could be filled by redeployment where the WMC identifies suitable displaced employees and advertisements will not be placed in the Public Service Notices and/or press without WMC clearance.

It is the responsibility of individual agencies to forward advertisements to the Government Advertising Agency (GAA) to meet publication deadlines for the Public Service Notices and/or press. However, the WMC must be provided with a copy of the advertisement on facsimile (02) 9228 4059 prior to the advertisement being submitted to GAA.

Following the receipt of the advertisement/s, WMC will, by the close of business the following day, contact agencies (via facsimile or email) only when a displaced employee has been matched to a vacant position. Where no advice is received agencies may submit their advertisement to GAA.

WMC conducts matching sessions on a daily basis, consequently agencies can now forward copies of advertisements on any day of the week.

Regular Review of Establishment
As advised in Circular 99-48, agencies are required to delete unfunded vacant positions from their establishment. Agencies were advised to regularly review the need for unfunded vacant positions and abolish any that were found to be unnecessary for service delivery purposes.

Requests for exemptions should now be submitted electronically on a simple form which can be obtained by emailing: [email protected] . This approach will expedite the processing of requests. Please note that, as in the past, approval will be based on a rigorous assessment of each case.
