On 30 March 2001, I issued Circular 2001-16 outlining the new arrangements for the lifting of the "recruitment freeze". The Circular advised that the Budget Committee of Cabinet would approve agency applications for the lifting of the freeze after being satisfied that agencies have a savings plan in place to ensure that they achieve the unfunded component of the current pay agreement. The savings plan is the return that has been submitted in response to Circular 2001-23 outlining initiatives that agencies are pursuing to improve service delivery and achieve productivity savings.

Agreement has been reached with NSW Treasury regarding the information that agencies are to include in their application for lifting of the freeze. Part A of the attached form is to be completed and forwarded to Premier's Department. The savings plan and the form will be reviewed by both Premier's Department and NSW Treasury and forwarded to Budget Committee of Cabinet for consideration.

I will advise agencies of the outcome of their application.

Applications for lifting of the freeze are to submitted electronically wherever possible. The form can be obtained by emailing [email protected] . Those agencies that do not have email facilities should contact Cathryn Hellams in PSMO (contact details are below) so that alternative arrangements can be made.

I would remind you that in the interim you should continue to forward requests for advertising of individual positions to Premier's Department using the appropriate form.
