| On 28 March 2001, the Full Bench of the NSW Industrial Relations Commission (IRC) handed down its decision in Re Crown Librarians, Library Officer and Archivists Award Proceedings - Applications under the Equal Remuneration Principle. The IRC found that the work of librarians, library technicians, library assistants and archivists has been historically undervalued on a gender basis and that increases in the work, skill and responsibilities of these occupations has not been properly taken into account in fixing rates of pay. The IRC ordered the making of the Crown Employees (Librarians, Library Officers and Archivists) Interim Award incorporating the following features: - A new single classification structure and rates of pay to cover librarians and archivists (see attachment 1);
- A separate classification structure and rates of pay for library technicians and library assistants (see attachment 1); and
- Translation arrangements between existing classifications and the new structure (see attachments 2 and 3).
The interim award applies to librarians, library technicians, library assistants and archivists employed in the NSW public service and the TAFE Commission. The interim award will take affect from the first pay period on or after 28 March 2002 (ie. 29 March 2002) and shall remain in force for a period of three months. Agencies should not pay the new rates until the interim award is made. The IRC directed that the PSA draft the terms of the interim award within 28 days of the decision. A further Circular will be issued once the interim award is finalised and advising when agencies can flow on pay increases. During the operation of the interim award, the PSMO, DET and PSA will develop a new award addressing the following issues: - Inclusion of classification definitions and descriptors for the new classifications;
- How job evaluation will operate in conjunction with classification definitions and descriptors;
- The level at which hard barriers to promotion will apply;
- The form and content of provisions relating to equivalent qualifications;
- Flexibility provisions relating to staff employed by TAFE; and
- Other matters arising from the decision.
