C2003-08 Engagement and Use of Consultants

Detailed Outline

The purpose of this Circular is to advise of an amendment to the minimum levels of competition requirements in the Guidelines for the Engagement and Use of Consultants.

The Guidelines for the Engagement and Use of Consultants were issued via Circular 2000-47 and remain current. However, the minimum levels of competition at page 8 of Part 1 of the Guidelines have been adjusted to be in line with the current levels approved by the State Contracts Control Board relating to the procurement of not in contract goods and services.

The revised minimum levels of competition are:

Where the estimated cost of consultancy is less than $30,000:

    • One written proposal is acceptable if that is appropriate in the circumstances and the cost is reasonable and consistent with the market.

Where the estimated cost of consultancy is between $30,000 and $150,000:

    • Written bids should be sought from at least three consultants who are believed to be capable of performing the work.

Where the estimates of the cost of the consultancy is over $150,000:

    • An open invitation should be advertised in the press. This may be a multiple stage process as outlined in the current Guidelines.
