C2003-45 Making of New Crown Employees (General Staff Salaries) Award 2003

On 30 October 2003 the NSW Industrial Relations Commission (Schmidt J) made a new award - the Crown Employees (General Staff Salaries) Award 2003. This award replaces the General Division Staff Salaries Agreement 2368 of 1982 and the General Division (Trade Based Groups) Determination 764 of 1982 in respect of the classifications set out in Schedule A of the award.

Detailed Outline

On 30 October 2003 the NSW Industrial Relations Commission (Schmidt J) made a new award - the Crown Employees (General Staff Salaries) Award 2003. This award replaces the General Division Staff Salaries Agreement 2368 of 1982 and the General Division (Trade Based Groups) Determination 764 of 1982 in respect of the classifications set out in Schedule A of the award.

The making of the award addresses one of the key priority issues identified in the Memoranda of Understanding that underpins the sector-wide salaries and wages awards. This is the issue of rationalising and modernising industrial instruments across the sector.

The classifications listed in Schedule A are those that agencies advised were still covered by the General Division Staff Salaries Agreement or the Trade Based Groups Determination. Over 80% of the classifications previously covered by those instruments are now obsolete. The only addition to the classifications in Schedule A is the inclusion of a new Grade 3 for Photographers with criteria for appointment to the Grade 3 set out in the schedule. Grade 2 Photographers currently employed in the Arts portfolio as at the making of the award will translate to the 1st year of the Grade 3 scale in accordance with the provisions of Clause 5 Transition Arrangements of the award.

The new award does not provide any additional conditions of employment or remuneration to the classifications covered in Schedule A, but provides award coverage for those general classifications that are still in existence. As with the Agreement and the Determination, future increases to the rates in this award will be in line with increases for the general public service as set out in the Public Service Salaries Award.
