Further to Premier's Memorandum No 2004-2 (New Arrangements for Government Media Monitoring) dated 6 May 2004, new broadcast media monitoring services will commence on 24 January 2005 as follows:

• Media Monitors will monitor regional radio and television broadcasts and deliver services as explained in the guidelines published on the Premier's Department Media Monitoring Unit (MMU) website at www.mmunewsroom.com. All agencies have access to these services in accordance with the guidelines.
• MMU will monitor metropolitan radio and television broadcasts and deliver services for all agencies as described in the guidelines.
• Agencies (other than agencies with exemptions from Director-General, Premier's Department) are not to purchase any broadcast media monitoring services. Any existing service arrangements are to be cancelled and new services are not to be purchased. All services are to be provided through Media Monitors and MMU in accordance with the guidelines. Premier's Department will meet all costs (other than costs arising from exemptions), on the basis that orders for products must be placed with, and approved by, MMU.
• The Treasury has advised that for financial year 2004-2005, funds saved from agency allocations for broadcast media monitoring services may be applied towards agencies' global savings requirements.
• References to agencies in this Circular do not include State Owned Corporations (SOCs), although SOCs are encouraged to use the services provided through Media Monitors and MMU. Access by SOCs to Media Monitors' and MMU services, on a cost recovery basis, may be arranged through MMU.
