Description:

The purpose of this Circular is to advise that the non-salary enhancements resulting from the agreement will flow on to CES/SES officers effective on and from 1 October 2005. This will coincide with the commencement of the Statutory and Other Offices Remuneration Tribunal's 2005 Determination for CES/SES officers.

Circular 2004-45 advised that the PSA had accepted the Government's offer in relation to the PSA public sector salary claim. CES/SES officers were excluded from the agreement.

Pursuant to s. 130(1) of the Public Sector Employment and Management Act 2002, I have determined that the following non-salary enhancements will be made available to CES/SES officers:

  • paid parental leave of 1 week at full pay or 2 weeks at half pay;
  • paid maternity and adoption leave of 14 weeks at full pay or 28 weeks at half pay;
  • access to pro-rata extended leave after 7 years service;
  • extended leave at double pay, ie. a CES/SES officer may use their entitlement to 2 months extended leave by taking 1 months leave and receiving 2 months pay for that 1 month period; and
  • public holidays that fall whilst a CES/SES officer is on a period of extended leave will be paid and not debited from a CES/SES officer's leave entitlement,

subject to the same qualifying requirements applying to employees covered by the Crown Employees (Public Service Conditions of Employment) Award.
