The purpose of this Circular is to advise that the non-salary enhancements resulting from the agreement will flow on to CES/SES officers effective on and from 1 October 2005. This will coincide with the commencement of the Statutory and Other Offices Remuneration Tribunal's 2005 Determination for CES/SES officers.
Detailed Outline
Circular 2004-45 advised that the PSA had accepted the Government's offer in relation to the PSA public sector salary claim. CES/SES officers were excluded from the agreement.
The purpose of this Circular is to advise that the non-salary enhancements resulting from the agreement will flow on to CES/SES officers effective on and from 1 October 2005. This will coincide with the commencement of the Statutory and Other Offices Remuneration Tribunal's 2005 Determination for CES/SES officers.
Pursuant to s. 130(1) of the Public Sector Employment and Management Act 2002, I have determined that the following non-salary enhancements will be made available to CES/SES officers:
- paid parental leave of 1 week at full pay or 2 weeks at half pay;
- paid maternity and adoption leave of 14 weeks at full pay or 28 weeks at half pay;
- access to pro-rata extended leave after 7 years service;
- extended leave at double pay, ie. a CES/SES officer may use their entitlement to 2 months extended leave by taking 1 months leave and receiving 2 months pay for that 1 month period; and
- public holidays that fall whilst a CES/SES officer is on a period of extended leave will be paid and not debited from a CES/SES officer's leave entitlement,
subject to the same qualifying requirements applying to employees covered by the Crown Employees (Public Service Conditions of Employment) Award.

ENHANCED EMPLOYMENT CONDITIONS FOR EXECUTIVE OFFICERS
SECTION 130(1) DETERMINATION NO: 942 OF 2005
1. INTRODUCTION
Pursuant to section 130(1) of the Public Sector Employment and Management Act 2002 (PSEMA), the Public Employment Office has determined the following enhanced employment conditions for executive officers.
2. DEFINITIONS
“Executive officer” means a chief executive officer or a senior executive officer.
“Chief executive officer” means a person holding a chief executive position referred to in section 64 of the PSEMA.
“Senior executive officer” means a person holding a senior executive position referred to in section 65 of the PSEMA.
3. EMPLOYMENT CONDITIONS
Executive officers shall be entitled to receive the following enhanced employment conditions:
- paid parental leave of 1 week at full pay or 2 weeks at half pay;
- paid maternity and adoption leave of 14 weeks at full pay or 28 weeks at half pay;
- access to pro-rata extended leave after 7 years service;

4. DATE OF EFFECT
This Determination shall take effect on and from 1 October 2005.
