C2007-19 Salary Sacrifice of Compulsory Employee Contributions in the State Superannuation Scheme

Detailed Outline

The purpose of this Circular is to advise agencies of the current status of legislative amendments to allow members of the State Superannuation Scheme (SSS) to salary sacrifice all or part of the compulsory member contributions in those schemes. Subject to Parliamentary processes, the relevant legislation is expected to be introduced and passed in the current Session of Parliament which ends on 29 June 2007. The SAS Trustee Corporation (STC) and Pillar Administration have indicated that Pillar Administration will have systems in place to accept SSS member contributions paid on a salary sacrifice basis. Pillar Administration recently sent an email to agencies advising of briefing sessions to assist agencies in preparing for the implementation of the SSS salary sacrifice arrangements. These will commence on 18 June 2007. STC plans to communicate with members as soon as the legislation has been passed. STC will advise each member of the contribution amount available for salary sacrifice and provide a calculator on the STC website. I recommend that agencies commence developing their administrative processes to facilitate the early implementation of the SSS salary sacrifice arrangements once the legislation is passed. These processes should follow the same principles as used for salary sacrifice of compulsory contributions in the State Authorities Superannuation Scheme. Agencies should encourage their employees to seek independent financial advice about whether to participate in the SSS salary sacrifice arrangements. A further Circular will be issued to advise agencies of developments on this issue.
