C2008-07 Special Leave For Staff To Volunteer With World Youth Day Co-Ordination Authority

This Circular outlines provisions for staff who volunteer to work for the World Youth Day Co-ordination Authority.

Detailed Outline

The World Youth Day Co-ordination Authority (WYDCA) was established by State legislation to coordinate World Youth Day 2008 (WYD08) which is held in Sydney in July 2008. WYD08 events will run over six days, (15-20 July) and are expected to attract up to 220,000 registered pilgrims, including more than 100,000 from overseas.

The Catholic Church is seeking some 8000 volunteers to assist with the activities. Many of the functions of the WYDCA also depend heavily on volunteers and the WYDCA is separately seeking some 600 volunteers from within the ranks of the NSW public sector.

WYDCA volunteers represent the NSW State Government, providing an essential service to visitors and pilgrims as well as the general public. The volunteer role is focused around information provision and way-finding, helping people get to where they need to go throughout the city and surrounding precincts.   Duties include:

  • Directing and facilitating the flow of human traffic so visitors/pilgrims follow pre-determined walking routes within the city and other precincts
  • Providing event-related and other relevant information to visitors/pilgrims about the event schedule, venues, walking routes, local tourism and so forth
  • Keeping the non-event community in the city informed about changes
  • Other ad hoc duties to support volunteers carrying out other tasks.

The following arrangements apply to officers, employees and ministerial employees as well as holders of positions in the Senior and Chief Executive Services in organisations covered by Schedule 1 of the Public Sector Employment and Management Act 2002.

Chief Executive Officers of other public sector organisations are urged to extend similar concessions to all employees who choose to volunteer in their organisation.

Staff Who Volunteer To Assist WYDCA
Staff who volunteer to work for the WYDCA are to be granted special leave under subclause 85 (j) of the Crown Employees (Public Service - Conditions of Employment) Reviewed Award 2006 on full pay for the time they are absent from duty. This will be no more than 5 days.

Staff who work on Saturday 19 or Sunday 20 July are to be granted alternate day(s) special leave for the purposes of rest.

On resumption of duty, such staff should provide proof of attendance certified by an authorised representative of the WYDCA. Wherever possible, times of attendance should be shown.
