The Hon. James Jacob Spigelman has relinquished the Office of Lieutenant-Governor of the State of New South Wales.

Her Majesty the Queen approved the appointment of the Hon. Thomas Frederick Bathurst, Chief Justice of the Supreme Court of New South Wales, as Lieutenant-Governor of the State of New South Wales. The Hon. Chief Justice Bathurst took the Oath of Office of the Lieutenant-Governor on 1 February 2012.

In the event that the Lieutenant-Governor assumes the administration of the Government of the State of New South Wales, the full title for use in respect of Commissions, Proclamations, etc is:

“His Excellency the Honourable Thomas Frederick Bathurst, Lieutenant-Governor of the State of New South Wales in the Commonwealth of Australia”.

or

“I, the Honourable Thomas Frederick Bathurst, Lieutenant-Governor of the State of New South Wales”.

Where, in the case of certain proclamations, the use of a shorter title would be appropriate, the title:

“The Honourable Thomas Frederick Bathurst, Lieutenant-Governor of the State of New South Wales”.

or

“I, the Honourable Thomas Frederick Bathurst, Lieutenant-Governor of the State of New South Wales”.

may be used.

Which agencies does this Circular apply to?
All public sector agencies other than State Owned Corporations. This includes all agencies and employees in the Government Service (Public Service Departments, Non-Public Service Divisions and Special Employment Divisions), the Teaching Service, NSW Police and the NSW Health Service.

Who needs to know about this Circular?
Officers who prepare or authorize draft instruments (including but not limited to Commissions, Proclamations and Executive Council Minutes) for submission to the Lieutenant-Governor.
