About

The purpose of the Guide is to provide information about the structure of, and governance arrangements for, the NSW Government and NSW Government entities

The Guide to the NSW Public Sector (the Guide) sets out:

·         the broad structure and functions of NSW Government

·         NSW public sector entity types

·         the roles of these public sector entities in delivering priorities of the NSW Government

·         the key governance requirements that apply to public sector entities, and

·         the process for the creation and abolition of new public sector entities.

The Guide provides insights that will help in developing the structure and frameworks for new entities. It is also relevant for NSW public sector employees more broadly and for those who interact with the NSW Government in some way.

The Guide incorporates guidance on the risks and other factors to be considered when establishing quasi-independent business units within departments, as recommended by the Independent Commission Against Corruption in its report on an inquiry in Operation Landan dated April 2026.

The Guide does not constitute legal advice. Entities should obtain their own legal and governance advice on issues arising from the Guide.
