This Circular establishes mandatory reporting requirements for NSW Government agencies to provide ICT and digital data to Digital NSW. This Circular establishes mandatory reporting requirements for NSW Government agencies to provide ICT and digital data to Digital NSW. The information will be used to strengthen visibility of all-of-government ICT expenditure, investment and performance supporting better planning, optimised resource use and accountability.


Reporting Requirements

Data Provision

From 20 November 2025, all agencies must provide ICT and digital-related data, as per the data categories outlines below, to Digital NSW upon request.

  • Data must be supplied within the timeframe specified in the request (no less than 2 months’ notice will be given).
  • Information must be provided using the prescribed format and must be complete, accurate, and attested before submission.
  • Digital NSW will issue detailed guidance for each request, including data standards, privacy/security requirements and submission timelines. 

Data Categories

Agencies will be required to provide data across the following categories:

  1. ICT and Digital Expenditure
    • Labour costs: permanent and contingent workforce engaged in ICT/digital.
    • ICT and digital spend such as software, cloud and services.
  2. ICT and Digital Investment and Pipeline
    • Current and forward initiatives, enabling visibility of pipeline alignment with government priorities and optimisation activities in progress.
    • Identification of opportunities for reuse, shared investment or cross-agency collaboration. 
  3. ICT and Digital Portfolio and Contracts
    • Application and cloud portfolio expenditure, utilisation and roadmaps.
    • Contracts approaching renewal (Supports licensing optimisation, vendor management, procurement coordination, and risk identification.)
  4. ICT and Digital Optimisation Activities
    • Efficiency initiatives including automation, consolidation, or rationalisation.
    • Offset and reinvestment opportunities where savings can be redirected to agency priorities. 

Compliance and Governance

  • DCS notes that some requests may cover sensitive information, including contract or vendor details. Exemptions to providing sensitive information from a legal, privacy, commercial or data governance perspective will be considered upon application, on a case by case basis.
  • Where agencies cannot provide complete information, they must submit a supporting note outlining:
    • Known data gaps or limitations.
    • Reasons for non-availability.
    • Actions underway to remediate issues.
    • Timelines for achieving full compliance. 

Agencies are expected to progressively improve data quality and completeness to support all-of-government reporting.
