Description
To provide information about the NSW Government Information Classification and Labelling Guidelines which set out the new labelling system and provide notes and guidance for all information classified on or after 1 January 2014. These classifications and guidelines are as required under the Digital Information Security Policy which establishes the digital information security requirements for the NSW public sector.
Detailed Outline
- The Digital Information Security Policy establishes the digital information security requirements for the NSW public sector.
- Under the Policy, all information classified on or after 1 January 2014 will be required to be classified in a manner consistent with the Australian Government security classification system.
- The NSW Government Information Classification and Labelling Guidelines set out the new labelling system and provide notes and guidance as required under the Policy.
- Sensitive information labelled or classified on or after 1 January 2014 must comply with the system outlined in these Guidelines, including the protective markings listed.
- The Guidelines will assist agencies to maximise consistency with the Commonwealth system, and minimise the resources required for transition to the new system.
The NSW Government Information Classification and Labelling Guidelines support the implementation of Premier’s Memorandum Digital Information Security Policy (M2012-15). The Policy requires that all information classified on or after 1 January 2014 will be classified in a manner consistent with the Australian Government security classification system. In accordance with the scope and objectives of the Policy, these guidelines apply to the classification and labelling of information in any format, including records in physical and digital format.
Implementing consistent methods of classification and labelling allows sensitive information to be securely shared across jurisdictions, with confidence that the information will be handled and protected according to its sensitivity.
Sharing information between State and Commonwealth agencies can also support the delivery of emergency services, enable more effective law enforcement and contribute to national security operations.
The Guidelines:
- provide a consistent and structured approach to the classification and labelling of sensitive information to be used by all NSW agencies
- allow for integration between the existing sensitive information labels in NSW and the information security classification markings used by the Commonwealth
- provide advice for NSW agencies in transitioning to the system
- assist agencies in identifying security classified or sensitive information, and in applying appropriate markings to this information
- clarify where classification and labelling systems overlap
- encourage better practices in protective security procedures by all NSW agencies.

This circular applies to all NSW government agencies. In accordance with Premier's Memorandum M1999-19 Applicability of Memoranda and Circulars to State Owned Corporations, the policy does not apply to State Owned Corporations although it is recommended for adoption.
