In Memorandum No. 89/66 issued on 22nd November, 1989, 1 advised you of the Premier's decision to withdraw the traditional Premier's half day concession prior to Easter.

On Wednesday, 11th April, 1990 the Industrial Commission Vice President, Mr. Justice Cahill, made an award entitled Public Sector Employees - Easter Leave, 1990 Interim Award in the following terms:-

Pending further determination, order or award of the Industrial Commission---of New South Wales, all employees and officers of the New South Wales Public Service, State government instrumentalities, authorities and corporations, who are covered, as a matter of custom and practice, by the prescription of Concessional leave" contained in Paragraph 5.11.1 of the Public Service of New South Wales, Staff and Personnel Handbook shall be granted one half-day's leave on Thursday, 12 April 1990 subject to:

(a) the provisions specified in subparagraphs (i) - (vi) (inclusive) of Paragraph 5.11.1. of the Handbook;

(b) the requirement that Departments or other employing authorities provide adequate service to the public; and

(c) such other reasonable conditions as may be specified by the Departments or other employing authorities.
It has been decided that the restoration of the above concessional half day leave on Thursday 12th April, 1990 should also embrace all officers whose conditions of employment are prescribed by Federal awards who previously enjoyed the concession in question.

Would you please ensure that all Departments, sub-Departments and Statutory Bodies within your administration are informed immediately of these arrangements.
