M1990-25 Management Review of Government Mapping and Land Information Activities

The State has a very large investment in activities related to mapping and land information. This investment includes expenditure for staff, such as surveyors and cartographers, and equipment in many forms.

Much good work is being done in mapping and in the many aspects of land information within government administration in this State. Of particular note is the development of the State Land Information System which will greatly improve the availability and usefulness of land data to government, to the private sector and to the people of New South Wales. Benefits are already flowing from this development.

However, there is a. need to ensure that total expenditure on mapping and land information activities, incurred by Departments and Authorities throughout government, is not excessive and that resources are used efficiently and effectively. 1 am concerned that there are indications of duplication in resources and activities, and of developments proceeding without recognition of resources available elsewhere or of needs for consistency with the State Land Information System.

In order to resolve these and other related issues 1 have approved the commencement of a management review of government mapping and local information services.

The review will be conducted by the Office of Public Management and, broadly, will investigate and report on:

(a) whether or not there is avoidable duplication and waste in mapping and land information services amongst agencies and authorities;

(b) the present directions of development in mapping and land information throughout State Government.

The review will be complementary to the development work for the State Land Information System. My approval for the review does not imply a change of direction for that system.

1 would very much appreciate your full co-operation with this important study. Most agencies will be asked to respond to a survey of land information needs and how such needs are met. Some agencies will be asked to provide in-depth assistance in the provision of detailed data and information about their surveying, mapping and land information activities and resources.

The directions and duration of the review will be re-examined periodically, but the bulk of information gathering and analysis is expected to be completed within four months.
