On 17 October 1989, I issued Memorandum No. 89-60 to all Ministers, which was also forwarded to all Chief Executive Officers and senior officers, as well as included in the SES manual, along with the grievance mediation policy and guidelines.
Following the completion of the first grievance mediation hearing conducted by His Honour Michael Helsham, I wish to repeat and emphasise the Government's expectation expressed in that memorandum, that Chief Executive Officers will ensure that effective internal mechanisms are in place in every agency, so that the majority of matters are resolved without recourse to the Grievance Mediator.
However, when matters are referred to the Grievance Mediator, it is the duty of all Chief Executive Officers to extend the fullest co-operation and assistance to the Grievance Mediator and his officers to assist in the undertaking of their responsibilities and the successful operation of the mediation process.
It is essential for the success of the Senior Executive Service and the achievement of its objectives, that public sector agencies comply fully and promptly with all SES-related Government policies and guidelines.
Copies of this memorandum have been forwarded directly to all Chief Executive Officers.
