M1990-40 Overseas Travelling Allowances - Chief Executive Officers, Senior Executive Officers and Full-Time Statutory Appointees

Detailed Outline

Following a review of overseas travelling allowances, the following levels of allowances are to be paid to officers of Departments and members and staff of Statutory Bodies.

  • Chief Executive Officers as set out in Department Head Rate Schedule 3(a) of the Public Sector Management Act, 1988.
  • Statutory officers on a remuneration Department Head Rate (cash salary) of equal to or above $79,895 p.a. and SES officers on Level 5 or above.
  • All other Senior Executive Officers not Executive Rate covered above.
  • Statutory officers and other senior Executive Rate officers on a remuneration of below $79,895 p.a. and above or equal to $62,284 p.a.
  • All other officers on a remuneration General Rate below $62,284 p.a.

The daily allowance in the case of each of the three rates is designed to include the cost of meals and incidental expenses. Items in the category of incidental expenses would include, for example, laundry and dry cleaning, taxi fares, newspapers and magazines, private telephone calls, cinema and similar entertainment costs, etc.

The Industrial Authority has advised that Departments can use the rates issued by the Australian Government Publishing Service -Personnel Management Manual Volume 9 (062 - 954 488), on a fortnightly basis, provided that Departments subscribe to the service, as copyright laws prevent the issue of advice by PEIRS every fortnight. However, the rates issued by the Australian Government Publishing Service will be included in the new Staff and Personnel Handbook, which is expected to be distributed to Departments shortly. These rates will then be updated by the Industrial Authority every 6 months.

Because of a number of variables (e.g. the multiplicity of currencies, regular changes to the rates, etc.) it is not possible to advise the actual amounts payable in the case of each of the three rates. Specific details can, however, be obtained by telephoning the Industrial Relations Unit of the Premier's Department on 228 5157 or 228 4381.

However, as previously advised, should any office holder consider that they have been disadvantaged by the operation of these allowances, they may claim all-inclusive actual expenditure.

Please bring this memorandum to the attention of all Departments, sub-Departments or Statutory Authorities coming within or associated with your administration.
