M1990-45 Access for Employees with Disabilities to Buildings Owned or Leased by Government Departments and Authorities

I recently asked the Director of Equal Opportunity for Public Employment to undertake a sample survey of city buildings leased by departments and authorities. The results of this survey and earlier, more comprehensive surveys have confirmed my view that physical access to government owned or leased buildings by people with disabilities (both employees and members of the public) is inadequate.

The provision of access (including not only barrier free entry and parking/taxi drop off points but also non-slip surfaces, adequate lighting, proper signage and accessible toilet facilities) is critical for the employment and promotional opportunities for people with disabilities.

Accordingly, it would be appreciated if you could ensure that authorities under your administration include a condition in any new or renewed building leases that the provisions for physical access should not be less than those prescribed in the Building Code of Australia and Ordinance 70, Specification No. 9, of the Local Government Act.

Further information on this requirement may be obtained from the Property Management Division of the Property Services Group within the Department of Administrative Services.

It is recognised that it will not always be possible to lease a building which conforms to the requirements of the Act and the technical specifications. In these instances, it is suggested that authorities be requested to report such instances to the Office on Disability, Premier's Department, so that the extent of the problem can be monitored.

Additionally, in fitting out premises the need for adequate lighting, signs and non-slip surfaces, to facilitate access for people with sight and mobility problems, should be taken into account.

It would be appreciated if you would draw this matter to the attention of all organisations within your administration.
