The NSW Domestic Violence Strategic Plan will be completed in may 1991. A copy of the discussion paper prepared by the NSW Domestic violence Committee has already been forwarded to Ministers. The intention of the strategic plan is to establish the framework in which legislation, procedures and services will be provided in New South Wales to:
- ensure immediate safety to women and children who are, or are at risk of becoming, victims of domestic violence;
- ensure long-term positive outcomes for women and children who are, or are at risk of becoming, victims of domestic violence;
- prevent the occurrence of domestic violence.
Domestic violence is a serious social problem. In 1990 over 11,000 women reported assault in their homes; many more are involved but are unwilling or unable to report violence because of fear, lack of information and lack of assistance.
I have endorsed a statement containing facts and principles to underpin the Government's response to domestic violence, a copy of which is attached. I would like you to ensure that any policies, programs on procedures relating to domestic violence within your portfolio are in line with this statement.
