LEGISLATIVE PROGRAM AUTUMN SESSION 1992

GOVERNOR'S SPEECH 1992

As you know, the Annual Ministerial Review has become a key instrument for the assessment of the Government's future policy directions. The Review is once again scheduled for early in the coming year.

I have given some thought to the Review process and am convinced that the maximum benefit for both of us comes from the opportunity to discuss your priorities for the year ahead.

While I appreciate that agencies within your portfolio will need to be involved in providing relevant information and there will need to be appropriate linkages with agency Corporate Plans, I am concerned to ensure that the meetings focus on a small number of issues of greatest policy and political significance.

Accordingly, I would like you to personally identify up to ten or so priority issues within your portfolio. This will enable us to discuss any problems you see emerging and new initiatives you have in mind, and the strategies you propose for addressing these matters.

Meetings with CE0s will, on this occasion, be separate from the Ministerial Review process and Premier's Department is communicating directly with CE0s in relation to this matter.

Your advice of the major issues for discussion would be appreciated as soon as possible, but no later than 13 December 1991.

LEGISLATIVE PROGRAM AUTUMN SESSION 1992

I would also appreciate a return from you by 13 December 1991 on your legislative proposals for the Autumn Session of Parliament 1992. A paper attached explains the arrangements for the monitoring of the Legislative Program and returns should be prepared in accordance with the pro-forma schedule enclosed.

GOVERNOR'S SPEECH 1992

It is intended that Parliament be prorogued with a new Session being opened in February 1992. 1 am also seeking your assistance in the provision of material for inclusion in the Governors Speech.

As with recent speeches for the opening of Parliament emphasis will be placed on briefly articulating the Government's strategic directions in major areas of Government administration and indicating proposed Government action over the life of the Session, rather than providing a list of Government achievements and legislative proposals.

It would be helpful if you could provide brief statements suitable for insertion in the Speech in respect of major matters within your portfolio.

A copy of the Speech delivered by the Governor on 20 February 1991 is attached for your information.

The timeframe for production of the Speech will be tight and it is imperative that this information also be supplied no later than 13 December 1991. 1 seek your co-operation in ensuring that this deadline is achieved.
