The Premier has asked me to write to you in regard to the attendance Ministers at Ministerial Councils and Conferences. (Memorandums90-59 of November, 1990, 89-13 of 29 March 1989, and .88-9 of 28 March, 1988 refer.)
State and Territory Governments are attempting to reopen negotiations with the Commonwealth in relation to the reform of Commonwealth- State relations. In this context it remains important that the Premier be kept fully informed of matters coming before Ministerial Councils and Conferences.
The following information is sought:-

Items Listed for discussion
The Premier's concurrence should be sought on significant policy issues prior to the meeting.
Where delays in obtaining agenda and meeting papers are experienced, there should be early discussions between The Cabinet Office and Ministers, or their officers, on matters that are likely to be listed. -
Meeting Report
A written report outlining the outcome of the meeting should be provided promptly after the conclusion, of the Conference.
In respect of Conferences already scheduled for 1992, your advice no later than 21 February, 1992, would be appreciated. As you are made aware of meetings during the year, details of these should also be provided.
