M1992-19 Serbia and Motenegro-Commonwealth's Imposition of Mandatory United National Sanctions

Detailed Outline

I am writing to inform you of the Commonwealth Government's decision to implement the United Nations Security Council's adopted Resolution 757 imposing mandatory sanctions against Serbia and Montenegro.

The Prime Minister has advised, of the Commonwealth's decision following the failure of Serbia and Montenegro "to cease interference in the internal affairs of Bosnia-Herzegovina".

The sanctions involve a trade embargo including oil but excluding food and humanitarian items, restrictions on the movement of financial assets, a ban on cultural, sporting and scientific cooperation, a ban on air links, and a reduction in Belgrade's diplomatic representation.

The Federal Department of Immigration Local Government and Ethnic Affairs (DILGEA) advises that:

  • "although diplomatic representation in Belgrade has been reduced, DILGEA'S operations in Belgrade will be maintained.
  • DILGEA will consult with the NSW Serbian Community to assure them that the Federal Government's sanctions are not directed at them and that Australian residents from Serbia will have the full range of Federal services and programs available to all Australian residents."

Would you please arrange for the details of this Memorandum to be brought to the attention of all departments and authorities under your administration.

John Fahey
Premier
