I wish to remind all Ministers of the importance the Government places on the availability of apprenticeships and traineeships in New South Wales, and, in particular, within the public sector.
In a time of high unemployment, 1 wish to ensure that positive steps are taken by public sector organisations to provide more employment opportunities for young people, particularly in apprenticeship and traineeship areas. Accordingly, I am requesting all Ministers to satisfy themselves that the full scope for agencies within their administration to employ additional apprentices and trainees is thoroughly examined and acted upon.
In addition, I wish to remind Ministers that the State's Purchasing Policy includes apprenticeship employment requirements for all contracts over $250,000 and that all Ministers agreed that additional apprenticeships and traineeships would be made available in 1993 as part of the expansion of the capital works program. I expect public sector organisations letting contracts to ensure that the apprenticeship employment requirements are strictly adhered to.
Ministers are also reminded that a range of financial incentives for funding training opportunities may be available under Federal programs such as the Australian Traineeship System (ATS), Career Start Traineeship (CST), or Apprentice Trainee Incentive (ATI). However, Treasury should be consulted before organisations embark on any activity that could have additional resource implications for the State.
