M1994-11 Standard Site Signage for NSW Government Projects

The Capital Works Committee has approved a new standard NSW Government site signage system to replace the large range of signs currently used by State agencies. The new site signage system is aimed at establishing a consistent signage identity for existing and future NSW Government projects.

To ensure that the NSW Government receives due recognition for its pivotal role in funding a range of initiatives, all State Government Agencies are required to adopt and apply the signage arrangement to the following projects:

- all new capital works projects where site signage would normally be erected.
- all existing capital works projects whose completion will be after December 1994.

The design of the new site signage system is detailed in the attached Guidelines. The system is based on a series of modular signs comprising a separate NSW Government sign, accompanied by a supplementary information sign, where appropriate, for larger projects.

Individual Government agencies shall be responsible for ensuring that the scale, proportions, height, construction,
content and format of any project signage they erect is consistent with the attached Guidelines.

Location
The Guidelines provide for both in-ground and surface mounted signs. In all instances, the new site signs are to be erected in unobscured locations which are directly visible to the public.

On existing projects the NSW Government sign shall be given visual prominence over existing signs. This will require it to be placed either above, or in front of, the other signage.

Where contractors have erected their own signs promoting their organisations, these are to be removed.

Number and Type of Signs
On all new projects where signage would normally be erected, agencies will be responsible for determining the nature and amount of signage required, based on the following guidelines:

  • as a minimum, all projects shall feature the NSW Government sign with the appropriate wording;
  • larger projects, which warrant additional informational signage, may erect a Supplementary sign adjacent to the NSW
    Government sign to publicise the name and extent of the project, its funding source(s) and the managing agencies;
  • major projects may erect a larger, two panel, supplementary sign adjacent to the NSW Government sign to publicise the above information, as well as the names of the project contractors and consultants, or an artist's impression of the project.

For most projects it is envisaged that a number of signs may be required, depending upon the number of arrival points to the project, or site. For construction sites, a separate sign should be erected at each dominant entry or approach to the site. For projects which cover a large unenclosed area which is not readily defined (e.g. roads), signs should be provided at the beginning and end (or entry and exit) of the project.

Joint Projects
Where projects are jointly funded by other agencies, e.g. Federal or Local Government, recognition should be given to the funding source on the supplementary sign, and the appropriate wording be used, for example: "Jointly funded by the Federal Government". Examples are highlighted in Sections 2.1 and 2.3 attached.

Format, Style and Size of Signs
The standard NSW Government sign comprises three parts. The middle and lower parts allow for customisation to reflect the nature of the project which is being erected. This is achieved by altering the standard wording "Building better...." to say "Building better Schools", "Building better Hospitals", "Building better Roads", etc. Where the project does not involve the construction of a single asset type, the middle part of the sign should simply say, "Building a better State". The lower part of the sign identifies the agency(ies) managing the project.

Agencies should determine the appropriate scaling up of the size of sign to suit individual projects, provided that the proportions of the signs are retained as detailed in the attached Guidelines.

Supply of Signs
The cost of supplying the new site signs is to be met by individual agencies as a cost to projects. Technical details of the artwork and construction of the signs are attached as Section 1. Examples of usage are shown as Section 2.

While I anticipate Ministers and agencies making their own arrangements for signage on projects for which they have
responsibility, it is essential that a uniform approach is adopted. This initiative is a high priority and I expect Ministers to take immediate action.

TECHNICAL SPECIFICATIONS FOR NSW GOVERNMENT SIGNS

SUBSECTION 1 GENERAL

1.0 SCOPE OF WORKS

The Contract is for

MANUFACTURE ONLY. ALSO SPECIFY THE NUMBER And TYPES OF SIGNS REQUIRED,
EG 20 SURFACE MOUNTED STANDARD SIGNS AND 20 SUPPLEMENTARY PROJECT SPECIFIC
INFORMATION BOARDS].

1.1 SHOP DRAWINGS

The Contractor shall submit shop drawings showing the final artwork for each type of sign required within one week from the date of acceptance and prior to fabrication commencing.

Shop drawings shall be submitted to the Superintendent's Representative as two dyeline prints of the drawings for each standard sign. The type shall be set by computer from the final shop drawings for each standard sign and be supplied for the Principal's review and approval in the form of A3 bromides.

Fabrication of the signs shall not commence until such time as the Principal's formal approval of the shop drawings has been received, as evidenced by the Representative's signature on a set of the final shop drawings.

The Principal shall not be responsible for any delays incurred by the Contractor in submitting the shop drawings for review and approval.

1.2 INSPECTIONS

The Contractor shall allow the Principal's nominated Representatives access to their premises at any time during fabrication to inspect the Works.

Inspection of the Works in the shop or on-site does not relieve the Contractor of their responsibility to carry out the work in accordance with the drawings and specifications.

1.3 PROTECTION And PACKAGING OF THE WORKS

The Contractor shall be responsible for the protection of all materials and workmanship against scratching, marking and other damage at all stages of fabrication, handling and storage prior to delivery until such time as the signs are accepted by the Principal.

In particular, faces with applied graphics or paint finishes shall be wrapped in polythene or similar and have heavy duty polystyrene, timber, or similar packing as appropriate to all faces and edges liable to damage during storage and handling to site.

The signs shall be manufactured using the following performance criteria:

The structural integrity of the signage framing is the responsibility of the Contractor.

The signs shall be supplied with the following framing:

Mild steel members:
Apply one coat Durepon P14 primer 75um DFT or equivalent, then one coat of Acrathane IF gloss 50um DFT or equivalent, prior to applying 2 pack epoxy acrylic specified on Drawings.

Number of Coats:
The number of coats specified is the minimum and additional coats shall be applied at the Contractor's expense if required to achieve the required film build and standard of finish.

SURFACE Unprimed or damaged painted steelwork shall be abrasive blast

PREPARATION: cleaned according to AS1627 Past A, Class 2.5.

Primed steelwork shall be brushed down and degreased using white spirit.

Galvanised steelwork to be painted shall be degreased using white spirit washed with water and treated with approved etch primer or separate etching agent.

Aluminium surfaces to be painted should be lightly abraded using fine emery cloth and mineral turpentine as a lubricant. Surfaces should be cleaned with mineral turpentine, washed thoroughly and dried. Etch priming and painting should follow as soon as possible
