Arrangements have been made for the handling of Olympic Games Capital Works proposals within the overall budgeting process for capital works.
To ensure that proposals not only satisfy Olympic requirements but also are consistent with the overall Games planning and budget, there should be consultation on all such proposals with the Premier's Department, Office of Olympic Co-ordination prior to their submission to Treasury.
The Office of Olympic Co-ordination will be in a position to advise the Capital Works Committee of Cabinet, in consultation with the Capital Works Unit and Treasury.
The usual requirements set out in the Total Assets Management guidelines will apply, in particular in regard to the need for economic appraisal and value management.
It is my intention to consolidate the Olympic Capital Works program for consideration by the Committee and for presentation in the budget papers.
Some agencies have submitted to Treasury their Capital Works program for 1994/95. Treasury will identify those proposals related to the Games and forward them to the Office of Olympic Co-ordination who will consult with these agencies.
The co-operation of Ministers is sought to ensure effective implementation of this co-ordination process.
