Ministers currently have delegated authority to approve, under section 31. (2) of the Public Sector Management Act 1988, that Department Heads need not advertise a vacant public service position.

The Public Sector Management Amendment Bill 1995 seeks to amend the Act to substitute the Public Employment Office as the approving authority.

In accordance with the policy objective underpinning the Bill, the delegation to Ministers is cancelled. Department Heads should submit any proposals for approval that positions need not be advertised to the Public Employment Office.
