M1995-50 Strengthening the NSW Public Sector Equal Employment Opportunity Program

This Govemment is strongly committed to the implementation of employment equity for all its employees. It is Government policy to strengthen the equal employment opportunity program in the NSW Public Sector. As a first step towards achieving this objective, I have approved a number of measures covering women employees.

The initial measures include the setting of targets, requirements to identify and remove structural barriers to EEO, and full incorporation of accountability for EEO improvements in overall performance indicators.

Each agency is required to:

  • contribute to achievement of a public sector wide target of 50% of women in Public Sector full-time employment by the year 2003, by identifying agency specific initiatives and targets for workforce participation and redistribution within key salary levels;
  • specifically identify structural barriers to EEO and plan for their removal;
  • implement initiatives and targets to advance actively the opportunities for women to act in higher positions and participate in other opportunities such as task forces, project teams, inter-departmental committees; and
  • incorporate performance indicators in relation to all these matters in the performance agreement of each Chief Executive Officer.

The Government will support this process by:

  • establishing the Commissioner for Public Employment as being the Commissioner for Employment Equity, with specific responsibility for providing information and advice to Ministers to assist them in assessing the performance of Chief Executives in relation to employment equity in their agencies;
  • reviewing and reporting to me on the EEO Program and its impact and future directions.

The Director of Equal Opportunity in Public Employment will remain a statutory office reporting to me. The staff of the Office will be attached to the Public Employment Office to facilitate close working arrangements in policy and program development.

Further information regarding these initiatives will be issued to Chief Executive Officers by the Commissioner for Employment Equity and the Director of Equal Opportunity in Public Employment.
