M1996-06 Ministerial Air Charter

Memorandum No. 1991-40 requested Ministers to submit a return of their use of chartered aircraft at the end of February and August each year. The system has been reviewed and the reporting period extended to once every twelve months with returns now to be submitted as at 30th June each year.

The guidelines for use of air charters are set out hereunder for the information of Ministers wishing to charter a light aircraft or helicopter to enable special commitments to be met when alternative means of transport are not practicable:

  1. Due care and economies are to be exercised by Ministers' staff when making arrangements for air charters and the journey to be undertaken should be for Government business essential for the performance of Ministerial duties.
  2. Inquiries are to be made in the first instance with State Forests or the National Parks and Wildlife Service (NEWS) to determine availability of their aircraft. These should be used when available and competitive.
  3. If a Government owned aircraft is not available for a particular charter the Minister should obtain at least two quotes for comparable aircraft from separate companies. The company offering the lesser quotation should be used.
  4. Although the Premier's prior approval to charter aircraft is not required, Ministers are required to lodge an annual return of air charter usage. The form attached to this Memorandum should be used and a "Nil" return submitted when no charters have occurred during the reporting period.

The completed form is to show the date of each charter; an outline of the journey undertaken; name of the charter operator and the type of aircraft used (helicopter or fixed wing); cost of the charter; details of the other quotation obtained if the operator was a private company; and the reason for using a charter in preference to a scheduled flight or other transport.

It should be noted that where an aircraft available from within a Minister's portfolio is used for travel which might otherwise have been taken on commercial carriers, that use should be reported with appropriate costing. Other use of the aircraft for portfolio business need not be included.

These procedures are designed to achieve the greatest economy and uniformity in the use of charter aircraft and the cooperation of Ministers is sought.
