The New South Wales Government is strongly committed to the prevention and reduction of the harms associated with drug and alcohol use and abuse, particularly by young people.
The Government has a wide range of policies and programs across a range of Government agencies which target the problems and harms arising to young people from drug and alcohol use and misuse, and which involve considerable expenditure.
It is essential that these policies and programs are effective, flexible, co-ordinated, targeted to principal areas of need, timely and developed within an overall policy framework.
In this context I have asked the Deputy Premier and Minister for Health to prepare an overall strategic policy framework for Government policies, programs and projects which address the problems associated with the use and misuse of illicit drugs, alcohol and tobacco by young people.
An integral part of this development will involve the undertaking of a comprehensive audit of all policies, programs and projects by each portfolio.
I would be grateful if you would ensure that agencies within your administration adopt a rigorous approach to this audit and provide comprehensive information for incorporation in the final framework and subsidiary documents. The requirements for portfolio and agency reports are attached. Please arrange for returns to be forwarded to the Acting Director for the Drug and Alcohol Directorate, Dr Andrew Penman, who will be responsible for preparing the draft strategic policy framework, by 24 May 1996.
